Bug Fixes

  Fixed bug which caused altitude to revert to previously-selected value when switching dependent layers
   
  Selecting a primary layer with different dependent layers than the current primary layer was causing the altitude of a previously-viewed dependent layer to be set as the new altitude in the xsect controller, when that altitude had been previously selected. This also resolved issues where the lowest radar tilt angle was not selectable or the erroneous message about "Data Not Found" was displayed after the failure described above.

  Mouseover tooltip now closing when mouse leaves map
   
  The mouseover was not detecting when the mouse left the map, thereby not closing the tooltip. Event handling was added to detect this and close tooltips.

Improvements

  Modified the Layer List to appear expanded to the first level to the right of the map
   
  The Layer List dialog now opens to the right of the map, no taller than the map, no wider than the widest node, and with only the direct children of the root node open. The size, placement, and node state is only enforced the first time the dialog is opened.
